This extensive zoning change impacts all properties zoned R6 through R12 across all five boroughs. The UAP eliminates Voluntary Inclusionary Housing (VIH) areas, which were small individual zones designated in 1987 and modified in 2005 to promote affordable housing. Instead, the UAP introduces a citywide option to incorporate qualifying affordable or senior housing tied to increases in Floor Area Ratio (FAR).

A qualifying residential site applies to lower-density districts, specifically R1 through R5. Certain criteria may apply, such as being within 0.5 miles of a subway station or 0.25 miles of a Long Island Railroad station. This initiative also has the potential to increase Floor Area Ratios (FAR), thereby creating additional buildable "air rights."

The City of Yes initiative established "parking zones" across the city, reducing or eliminating the requirement for developers to include parking spaces in new projects. This policy was designed to streamline the development of new buildings.

The City has approved Ancillary Dwelling Units (ADUs) for owner-occupied single-family and two-family residences. This allows eligible homeowners to add a legal dwelling unit, such as a backyard apartment in a new structure of up to 800 square feet, or convert an existing garage into a legal apartment.

The new rules also create a pathway for certain basements and attics to be converted into legal ADUs, subject to applicable Department of Buildings requirements and approvals.
