
The Long Island City Neighborhood Plan
The OneLIC plan is a sweeping 54-block rezoning of Long Island City in Queens, approved unanimously by the New York City Council. It will enable nearly 14,700 new homes, including around 4,300–4,350 permanently affordable units under the city’s Mandatory Inclusionary Housing rules.

Crucially, the plan includes changes to zoning in areas that were previously exclusively industrial/manufacturing — some of those manufacturing districts (M-zoned) will be converted into mixed-use zones, pairing manufacturing with residential, commercial, and community uses.
The Uniform Land Use Review Procedure (ULURP) began on 4/21/25. The plan was officially approved on
11/12/2025.
