When will the Jamaica Neighborhood Plan Rezoning be approved?

On August 13, 2025, the New York City Planning Commission (CPC) voted to approve the long-anticipated Jamaica Neighborhood Plan (JNP) — a major milestone toward final adoption of one of the largest single rezonings in all of New York City.


Although the CPC’s approval gives the City Council 50 days to complete its review, the City’s Zoning Application Portal marks the official review window as August 26 – October 14. That means the plan is now in its most critical phase before a final vote.


Upcoming Hearings: October 9th

On October 9th, the City Council’s Subcommittee on Zoning & Franchises and the Committee on Land Use will begin formal deliberations on the proposal, which could reshape more than 230 blocks across Downtown Jamaica. These sessions may lead to additional recommendations, negotiations, and refinements before the plan moves to the full Council for a final decision.

What the Jamaica Neighborhood Plan Proposes

These areas—anchored by the Jamaica Rail Hub, LIRR, and AirTrain to JFK—are slated for higher-density residential and mixed-use zoning, with Mandatory Inclusionary Housing (MIH) requirements to ensure long-term affordability.

If adopted, the plan could unlock:

  • Up to 12,000 new housing units, including 4,000 permanently affordable under MIH

  • Housing capacity for roughly 25,000 new residents

  • 7,000 new permanent jobs

  • Major reinvestment in Jamaica’s commercial core

  • Committee on Land Use: October 9, 10:30 a.m.

After these hearings on October 9th, the City Council will review any recommendations before a potential final vote. As per the City Council Calendar, the next likely meeting where a final vote could be held will be on October 29th at 1:30pm.

While many see the JNP as a catalyst for housing and economic revitalization, some residents have voiced concerns about overdevelopment, infrastructure capacity, and gentrification pressures. There are also discussions around energy efficiency and safety standards, including the use of lithium-ion battery systems in new high-rise developments.
